China Proposes UN Resolution for Global AI Cooperation

China intends to submit a draft resolution at the United Nations calling for strengthening cooperation related to artificial intelligence, the Foreign Ministry in Beijing announced on Thursday.

The rapid development of artificial intelligence has become an issue of global concern, after the launch of ChatGPT in 2022 represented a push forward for the sector, which is a generative program developed by OpenAI that can write narratives, create images, and formulate computer codes based only on simple text commands.

It sparked a craze for other obstetrics products, many in China, but also exacerbated concern around the world that the technology could be used to commit abuse.

Chinese Foreign Minister Wang Yi said in a press conference at China's legislative meetings on Thursday that Beijing will present to the United Nations General Assembly a draft resolution to "enhance international cooperation in the possibilities of building artificial intelligence."

He did not reveal specific information related to the content of the decision or the date of its submission.

Wang said that the move "will push all parties to enhance technology sharing and strive to bridge the (artificial) intelligence gap so as not to leave any country unable to catch up."

He added, "Artificial intelligence has entered a critical stage of tremendous development. Our proposal is to pay equal attention to development and security."

He continued: "We should not only embrace new things and opportunities, but we should also put up barriers."

 Cooperation between Washington and Beijing

This Chinese move comes after reports about plans to bring together Washington and Beijing in a cooperative framework to lay safe foundations for artificial intelligence systems and reduce their risks in the coming months, which indicates rare cooperation between the two competing powers, according to what the British newspaper “Financial Times” reported last January. .

US President Joe Biden's scientific advisor, Arati Prabhakar, said in an interview with the newspaper that despite the trade tensions between Beijing and Washington regarding artificial intelligence, the two countries will work together to reduce its risks and evaluate its capabilities.

Regarding future cooperation with China in the field of artificial intelligence, Prabhakar, director of the White House Office of Science and Technology Policy, said: “Steps have been taken to participate in this process, and we must work with Beijing.”

In the face of the enormous challenges associated with regulating artificial intelligence, last month, European Union member states approved legislation for this purpose, describing it as unprecedented in the world, after intense negotiations on the balance between freedom of innovation and maintaining security, amid accusations from technology companies regarding the rules. , with ambiguity, and fears of slowing down application development.

The ambassadors of the 27 countries unanimously announced the political agreement reached last December between the countries and members of the European Parliament.

The legislation imposes rules on everyone to ensure the quality of the data used in developing algorithms, verify that they do not violate copyright legislation, and requires developers to ensure that the sounds, images, and texts produced are “clearly identified as being produced by artificial intelligence.”
